Is this "carry-over" from last year? I've never heard of that ever being enough to be automatically considered.
Yes, since he's a 3 year player, he was probably an ineligible recruited last season who went JUCO instead of showing up and schools who put in sufficient effort into them will get some of their effort carried over. This can also occur if someone wins a recruit and then cuts them when they a senior for example and they would consider another school that recruited them a few seasons back as well.
