The progress a player makes in learning his team's sets is determined by his HS GPA.
Rate of IQ improvement is a function of HSGPA * WE * TEAM PRACTICE. I don't believe that playing time or starts have any direct impact on rate of improvement in IQ. The only indirect impact is the improvement to WE.
BTW, the only bonus to a player going JuCo is that his HSGPA changes to match the JuCo grades! It's a disappointment when a kid goes JuCo and has 2.0 or 2.3 College GPA; that means that his HSGPA remains poor.
