It becomes cheaper the longer into recruiting one goes because players are signed, meaning less players are available in that given state. For example, if New York started out with 240 prospects and costs $1,560 to scout, and then 65 players sign once signings first become possible (leaving New York with 175 recruits) the cost would go down to $1,137.
The only reason the cost goes down is because players sign with teams and thus become unavailable. For this reason, it is
not any cheaper to wait until recruiting starts than to purchase prior to the recruiting period (i.e. in season the season before).
