Depends on your prestige and who you can see I wouldn't just take a guard with 70 spd if his de bh and pass was not up to par.
Is this guard going to be a main scorer then you need pe also. It's tough to just single one skill out and set a hard line.

If a guard was 80 de only 60 spd 85 pe 70 bh and 60 pass I'm sure onlyis would give him a hard look so to say there is a line you won't go under I think you miss some other opportunities out there.

Edit If he's 48 and blue and the rest of his cores are acceptable he's good to go for me.

I recruit guards based on where they will finish not where they start - unless I need them that season.  I want to aim to finish over sixty, although for a sixtyish speed guard they need to have some other superior characteristics.

I've had a guard that ended up something like 58 speed, 80 ath and 80 defense with good BH and passing.  He performed perfectly acceptably at guard.

Would like better, but I'll take 60 in a DIII PG if the other numbers are right.

Thought this was based on final potential, so I wouldn't take anyone under 70 speed in potential.  60 is the absolute minimum and they need 65 ath 60 def and elite per/bh/pas.  I value speed enormously.

player awards are a joke and are all stat based.  He does have elite per/bh/pas though.

So the question would be, do you prefer BH and PAS over SPD?

I've always put SPD ahead but saw I made a key mistakes since I started playing. BH/PAS may be more important.

Yeah with elite PER, he can still be very good. Scoring 25 ppg on >50% shooting is pretty darn good. Throw in 4.5 assists and 1.5 steals and that's a great scoring point guard at D3.

Offensively, PASS is probably the most important out of a TRUE point guard but SPEED is valuable on both O/D so in almost every case I would rather have the higher speed than pass.

Too many variables to select a hard and fast number for SPD alone. 

I agree that I am much more concerned about where a recruit's speed rating will be as a junior/senior than where it is when I recruit him.  If a recruit is red in speed, he better be at 60 or above for me to recruit him (outside of weird circumstances, like having to take a juco because I am recruiting a large class).

But I would take a 35 high-high blue over a 50 black in speed for my PG.

National player of the year is not a joke. U don't win it by being a clown.
I have had 2 from a Mid Major and both went #1 overall in the draft. 
I'm pretty damn proud of them to be quite honest.
Just because you don't have one doesn't mean the award has no merit.

The first one was an ineligible SF who was an absolute stud for 4 seasons at Gonzaga. He helped get that program to an A- by us getting to the S16 and Final 4 his last 2 seasons. That enabled us to recruit another high potential kid who 4 years later was NPOY as well. 
To say awards are meaningless is just pretty short sighted. The kid was good, we went to the final 4 on his back, he won the award, because of that he was taken #1 overall... A- prestige. It's all part of the game.
