Agree somewhat with you guys who disagreed with me :)
I think it depends on the potential.
If he's maxed out, he won't lose a few key areas he would otherwise lose. That's a good thing in this case so you can focus on 1-2 areas, which is do-able over 10 WE
If he's blue, he will likely increase a bit in a few key areas.
If hes black, he won't increase much in that category... just slightly.
Potential is super important....if the guy is high high in you can get 8-12 points of growth in a career out of guys with WE's as low as 6 or 7......if you have multiple reds, you can put 1's in their development and not worry about their decrease......this allows for more minutes  in key areas, many times my low WE guys practice plan look like 30,30,7,7,1,1,1,1 or something like that
