Probably because they're guards rather than forwards or centers? Its no different than most of your centers having horrid perimeter ratings.
The whole point is that under the old engine, all other ratings being equal, it didn't matter if a guard had an LP rating of 1 or 99, because the category was a complete toss-out for all guards. The game didn't look at it (unless you played the player out of position in a PF or C slot...maybe the SF's position too, I can't remember the breakdown). But for most guards, it was a null category, which is why the players' guide stated that having guards practice LP was tossing away minutes.
Under the new engine that guard with an LP of 1 will perform markedly different than one with an LP rating of 99. That's what I mean when I say the category matters -- the engine actually USES it now. It plays a role in calculations for player performance that it didn't before. It isn't going to be a category that you specifically shop for in guards, but if you can find a recruit that fits your system who has a few points in the category, that player is worth an added look now that you didn't have to give them before.
