Pretty sure a full letter grade is worth about 30% not a 100%, it's about 10% for each 1/3 letter.
It's actually somewhere in between the two, but well more than 30%.
if the money is spent at the same time, with distance the same, and all promises the same, and player preferences the same, I think the 100% is correct, 33% per third of a grade, at least that is how the engine worked - unless it has been tweeked recently. Unless they are lying to me, I have had at least two vet coaches confirm this ratio to me independent of each other, good coaches, well to be frank, great ones.
The biggest reason this sometimes is very confusing - a B+ and a B can be equal - since real prestige is a number, a B+ can be 3.33 +/- .16 and a B can be 3.00 +/- .16, hence at the extremes, 3.17 vs 3.16
I figured the formula out by sitemailing coaches and telling them what I spent and asking them if they would tell me what they spent once recruiting is over. In the case of sims, we used to know exactly what they spent, although that has changed a bit, it is pretty easy to calculate what you need to spend to get considered, to get ahead, and to wipe them away.
