Yes, it just means that the C+ school put a lot more recruiting effort in than you did.

Though may I submit that 20 evals is not an effective use of money in terms of getting recruiting effort bang for your buck. They generate some "effort credit," but some of the money you're spending is for information. Put more simply: the equivalent amount of money would be better spent on HVs and CVs.
Also, if you're starting out behind and getting visits rejected, not a bad idea to break them up into smaller groups than 10 -- reduces the risk of having all 10 rejected at once (why not have, say, 4 accepted by breaking them into groups of 2?).
