Here's a list of recruiting actions i made with a B- school going after a recruit ranked in the 20s:

8pm 1st night cycle (already considering a C+ school):
10 evals
10 evals
schollie offer
rejected 10 hv
cv
cv
declined starter
declined 20 min

11pm cycle (still only considering C+)
10 HV
rejected CV
CV
declined starter
declined 20 min

next day, still only considering C+ if i recall correctly,
CV
5 HV
10 HV

now considering C+ and A, not me:
CV
rejected CV
CV
declined starter
declined 25 min
10 calls
10 letters
10 coach calls

after that i gave up, still wasnt considering me and i figured i officially did not have the budget to get him. does this just mean that the C+ school put a lot of money in, or did i go about it the wrong way?

Yes, it just means that the C+ school put a lot more recruiting effort in than you did.

+1
Though may I submit that 20 evals is not an effective use of money in terms of getting recruiting effort bang for your buck.  They generate some "effort credit," but some of the money you're spending is for information.  Put more simply: the equivalent amount of money would be better spent on HVs and CVs.
Also, if you're starting out behind and getting visits rejected, not a bad idea to break them up into smaller groups than 10 -- reduces the risk of having all 10 rejected at once (why not have, say, 4 accepted by breaking them into groups of 2?).

yeah just click it again and submit again as many times as you want...I used to not realize this myself either...

so...does it take more to get a recruit to accept a CV/HV if he's already considering someone else?

for sure, if a recruit has had a lot of effort from others he may not be interested in talking to you
