Is there a limit for how high your home court rating can go when you are at D3?

I've never seen a D3 HCA rise above C...not sure if that's by design or not.

It would make sense that it would be capped at some level unless the HCA's had different meanings/impacts at different divisions. No way should a D3 team be able to build up to the same HCA that Kansas gets when playing in the Phog or that the Dukies enjoy at their place.

It is by design.  I have never seen above a C.

Ever seen a D3 gym?  If you cram a few thousand people into most of them, they can get pretty out of hand.  I think home court is more about familiarity than crowd noise anyway.

I agree with everyone really.  I don't have a problem with the overall advantage being a little less than you might get at a bigtime D1 program, but I also agree that a packed tiny D3 gym can be a pretty hostile environment that might be worthy of a HCA a little higher than C. 

D2 and D3 maybe should cap at B and D1 at A? 

Not a huge deal really just something I had noticed when I realized (too my surprise) that my E. Connecticut team was  25-0 at home the last 2 seasons and 122-20 over the last 11 seasons.  Seems like a little more than an "average" advantage we have at home :)

I'm not saying they can't get out of hand -- the D3 I attended was/still is consistently one of the top 25 in the nation. You get the frat boy rowdies down in the front rows and the student body and then the community up behind that and it definitely makes for a hostile atmosphere for the away team. (the best thing about D3 gyms...officials and opposing players can actually hear what you're saying ;) ) 

But I don't think that should ever approach (or have the chance to approach) the HCA you'd get for an arena of 15,000 behaving similarly. You can find the most intimidating D3 gym out there (and I don't have a clue where that might be) and I'm pretty sure it won't touch the Duke student body, so a cap of some sort makes sense at D3. Now, we can quibble over where that cap is...is a packed to the rafters D3 gym more than a half-full DI arena of fans sitting on their hands for the 5-17 home team? (Having not coached DI, I don't know what the HCA for the latter might be in WIS...).

In reality, it might make more sense to rank HCA in terms of within each division since you can't cross division lines to schedule anyway other than the exhibition games. Then the elite programs could enjoy the fruits of their labors better. If D3 really is capped at C, then in all but the most extreme instances the "best" D3 programs have just a single letter grade edge over the worst (I've never seen a D-/F HCA...maybe they're out there, but I'd hate to think of how low a program has to sink to get one)

D-/F homecourts are pretty easy to find - checked Wooden and found that Worcester St is an F and there are a bunch at D-.  Just go to a world  with 20+ games played, go to the D3 RPI by school page and check out the homecourts for the teams in the 360+ range.
