i heard in the new engine now sim's jump on guys right around or just after signing period begins. cool. will they jump on someone who i have offered a scholarship to and am actively pursuing? what about if we're both on the list? what if im going to get on a guys list THIS cycle and he previously had NO ONE on his list?!

For a long time, they've been recruiting at 5 a.m. or 8 a.m. the morning after signings. Is that what you mean?

I've never seen a SIM school go after someone that was already considering a human

well, in the new engine i saw a player begin considering a sim school he was not previously looking at right at the 8pm signing cycle. so, i know they start recruiting again sooner than they used to (used to be first day/last day i think).

will they put in effort at all if they are already on someone? i guess i'll find out maybe!

Per seble, the second round of sim recruiting does not run until after human recruiting has been entered. The reason for that is to make sure that sims do not go after any player a human coach is going after. I'm not sure when it runs but I always though it was the day after signings begin.
 
In the initial recruiting, the sims go after primary and secondary players. Sometimes they don't put a lot of effort into the secondaries and they don't show up being considered. Players lower their consideration threshold over time and sometimes it drops below the sim effort and they begin considering the sim. Perhaps this is what you saw at the 8pm signing cycle.
