If they turn you down you get your $100 back.
No, you don't. From the FAQ:
Q: If I offer a recruit a scholarship, does it stay on the table or do I need to reoffer it if he rejects?
A: Scholarships remain 'on the table' until one of the following happens: the recruit accepts your offer, the recruit accepts someone else's offer, the scholarship offer is withdrawn by you or the recruit rejects your offer. Your $100 scholarship offer cost is not returned to you under any circumstance - even if you withdraw it.
Using jbrewman's method gains nothing, and can waste hundreds.
reading this forum is kinda like Jbrewman's strategy in that respect.
I gotta say, I am a brand new caoch, no even a season under my belt, and there i not one little thing that has confused me in the phone call emails, and I succesfully pulled down a player on my baruch team this year, using advice on the forums about the emails.
But I don't think Jbrewman is a troll, he means well, he believes what he is saying, he's just wrong, and you say how could you not get this right after 50 seasons, but if you did this for 50 seasons you would be convinced of its effectiveness too.
And I also am doubting that the forums where as good 50 seasons ago as they are now.
