Can you do it with a scholarship and some phone calls or do you need at least a scouting trip?

Cheapest I've done it is $110. I'm not sure if it's possible with just a scholarship offer, never actually tried.

If you redshirt them, the promised start is nullified, right?

if you promise a start, the likely result of trying to redshirt will be a drop in WE to 1 - possible he will transfer - and I think it will be a broken promise

if you hit the redshirt button before he signs, that nullifies the start  - but if costs $$ and erases its positive recruiting effect

I have signed a guy for $100 when that was all I had left and he was way low for my team's prestige

nope, you cannot RS a player with a start promise. 

I've done it for $100 with A- prestige, similar to fd343ny.
