Only you recruit regionally zbrent. How would you like it if you were the only guy in MIAC, and ODAC teams come into SD/ND/Minn etc. to outrecruit you every year with their 7k+ in playoff cash, and after 4 seasons, they get a bonus for SD/ND/MN etc.
Again, I'm not advocating for the state-wide benefit, and while I do most of my recruiting regionally, it's not 100% that. I have the same opportunity to go somewhere else and pick up players from other regions.
So if someone from the ODAC really wanted to come challenge me for someone from a St. Paul HS, let them come. Even if they've picked up a recruit from that HS before, I'm not suggesting the bonus be enough that the ODAC person beats me $ for $ (or even close to it) at a 1000-mile disadvantage (with similar prestige).
Really, as much as anything, I think it would make a difference only at the lower end, where you've got a guy who you offer a scholarship to after a few scouting trips or a home visit, or where you are battling a conference-mate who is equally lightly invested. That HS guy (in RL) calls up his buddy who he played with for a few seasons; here, the recruit just has a slight inclination to come play with his buddy.
It wouldn't matter at D3 here, since it seems no European players will go to a D3 school, but this principle really comes into play (in my mind) with Int'l players, where some smaller schools (I know St. Rose did this when I was in HS) actually have a "pipeline" to/from a foreign country, where they have an established network.
