The effect is miniscule, and I would go so far as to say that, at least at lower divisions, it's not even worth worrying about in the grander scheme of things. Case in point -- in Naismith, my full roster to date this season has averaged 41 points of improvement per man. The guy saddled with five walk-ons in my division has seen 40 points of improvement, on average, for his seven scholarship players (the walk-ons aren't improving rapidly, but they also aren't playing that much). One of the top D3 teams in Rupp last season carried 3 walk ons and it clearly didn't effect his development during the season as he made either the Final Four or the Elite Eight.
