they should all be enforced on a per team basis...if you are trying to win games by starting a scrub, then it shouldnt be a problem

The bottom line is this is a progressive league which means the goal is to have each team made up of only people from that one season.  The only reason we are playing with scrubs is because there aren't enough minutes for 24 teams.  The scrubs are only to be used as they are NEEDED.  Meaning, you should play all of your 76-77 players as much as you can, and only use scrubs the minimum amount that they are needed.

They aren't in the league as a strategic element.
