Didn't even think about the Lottery format when we got a new Commish.  Any Lottery will do, but I think the %s need to stay the same (or darn close), since they've been in place since this League started, and we've never come up with better ones, in spite of much discussion.

As far as ties, the better head-to-head gets the better Draft pick (or more Lottery chances), as that discourages head-to-head tanking.
