Many owners never visit the "locker room" page and just have their HBD world office page bookmarked.

They may play in several worlds and just hop around through the dropdown tab at the top of the page.

When owners are in the HBD area there is no sitemail notification there. Seems like that'd be an easy fix and would be very helpful.

SLB has a notification icon, but it appears that most of the dynasty games do not...

I do also. 

That doesn't address the issue though. No reason they couldn't add a notification icon within the Dynasty architecture.

There used to be a little green envelope that told you of site mail. Did they remove it or am I hallucinating again?

Not while inside any of the Dynasty games.
