The thing I dislike about the draft is that everyone doesn't see the top prospects. It doesn't matter how much your high school and college draft budgets are, you still know who the top draft picks are going to be. The internet knows who they are so you should know who they are. The 3rd round and lower, maybe even the 2nd round, I can understand a drop off with a lower budget, but not the 1st round. if a player is 75 or better everyone should know about him. This would not be true about IFA due to a higher budget and more scouts.

If we could see all players at 75 or better, I (and many other owners) would gladly drop amateur scouting to 0. Plus, it makes collusion easier and much more tempting, as noted earlier in this thread.
Any "top-25" or "top-50" cutoff would also just help the better teams much more. If I'm drafting 28th and I know I can see the top-25, I'll just set scouting to 0 and ranked based off current ratings, which isn't that far off what I do now anyway. I might get the 38th-best player instead of the 28th-best, but it won't be that bad of a loss and I'll take the extra 20M for a max free agent.
