Well, the reason is that HBD should somewhat mirror MLB.   MLB teams do not start the season with 22 players or play an entire season with 24.

This is kind of the mirror image of the "do away with demotion penalties" thread, which would virtually allow people to run with up to 40 people on their ML rosters.

I disagree.   25 games in is too early to give up on a season or bounce players up/down.   And it would allow owners not interested in getting demotion penalties a way to carry those pre-arb 24th-25th men.   I suppose you could get a few IP/AB but, with the 10 game promotion/demotion restriction, you're not getting much for your money nor is fatigue a factor that early.

Yes but they also don't have a salary cap, which is why I (and some other owners) start the season and play significant chunks of the season without full rosters. Holding back 3 bench position players (who, on an AL team, would hardly play) can save you just about 1M, which can sometimes make a difference.

What's the MLB Rule?  Do they require 25 active players on an ML roster at all times? I'm not sure, but I think they set a maximum, not a minimum. If there is a minimum, HBD should match that. If MLB does not have a minimum, then HBD shouldn't either.  If I have iron horses, what's wrong with me going as far into the season as possible with 24 (or fewer) players.  Maybe all season.

The demotion penalty, as it works now, is just silly.  I listed a few alternative that would make more sense in that thread. Minimum number of days before a player can be promoted or demoted again. Impacts that player resigning, including MinL contracts. Impacts other players resigning with that team and/or GM (if the GM changes, the I Won't Resign logic could be removed).

Keep the silly loss of skills, but tie it to length of time at a higher level & quality of play.  Players who are promoted at the end of one season should not get a penalty if they are demoted at the start of the next season (even if it's after spring training). Players who performed below average should not get a penalty if they are demoted.

There are so many things that need fixing or improving in HBD, why even consider investing resources fishing for and fixing problems that don't really exits?

In accordance with Major League Rule 2 (c), beginning on Opening Day of each season and ending at midnight, August 31, the Club roster limit is 25, provided that the minimum number of active players maintained by each Club be 24. If the roster is reduced below 24 then the Club shall, within 48 hours (plus time necessary for a player to report), bring its roster back to the minimum of 24.
