Why does it matter if the "problem doesn't exist"?
One typically has to show ID to purchase alcohol, tobacco, board a plane, etc. Why is it unreasonable to show ID to vote?
Those things aren't constitutionally guaranteed.
It matters if the problem doesn't exist because there is a downside the policy.
Imagine you live in a cul de sac. It's a cul de sac, so speeding cars aren't a problem. If your neighbor suggested you fill the cul de sac with speed bumps, you'd say no right? The cost of having to drive over speed bumps every day would not be worth it because the speeding problem doesn't exist.
You wouldn't say, "sure, speeding isn't a problem here, but let's do it just to be safe."
