What, that the only people allowed to re-introduce a bill are those that voted against it the first time? I can see the logic behind it.

I nevr said that procedure is "the problem" - just that IMO this procedural rule is kinda dumb.

Why can't they allow anyone to re-introduce a bill?

All are simple-minded idiots who, if elected, can easily be bought and manipulated.  That's why the Chamber of Commerce and big business are pouring buckets of money into their campaigns.  They're trying to get more pawns elected.

You'd get some crackpot Senator constantly re-introducing their pet bill even though it had no chance of getting through.

Plus, by requiring a 'no' vote to bring it back, you in theory ensure that something has changed to make the bill more likely to pass (i.e. a no must have flipped to yes.)
