Arbitration works exactly the same as it does with anyone else.  When he hits 3 years of ML service, not contract, he's arb-eligible.

And yeah, he's fine in your system until then.  And you can't take him off the 40 without him passing through waivers, too.  There's some minor-league free agent thing that comes up eventually, I think, but you'll have him up by the time that matters.
