Really? That surprises me. Arm strength only matters for stolen bases, right? I guess it could make a difference if you're in a division with a lot of speedy teams. Do you know what the difference is in number of SBs allowed between a 55 AS catcher and an 80 AS catcher?
Just look at the league leaders and compare numbers.

For instance, in one of my leagues, a catcher with both in the low 60s gave up ~130 SB while only throwing out 40.  Whereas my catcher with both in the 80s gave up 35 and threw out 42.

I'd play Brown. Fuentes is a solid hitter, but he's hardly elite. I'd want a very good hitter to make up for such a large difference in PC. I might start Fuentes at DH if there weren't any better options.
