In many cases the players make up does effect his development however that does not mean players with lower mental make up will not develop. I have noticed that players with lower mental make up tend to slide faster as they age.

Back to my previous question. Are the development ranges different between college prospects vs HS prospects? Is there a difference between 19 and 22 in regards to this?

Yeah, there are differences.  A 22 y/o old is much closer to full development than an 18 y/o.    And so on up/down the age scale.

Hardball Dynasty – Fantasy Baseball Sim Games - Player Profile: Jimmy Powell is the best pitcher I've ever had and he went off the charts with improvements.   Not normal or something I would count on.  15-20 is normal, 25-28 is fantastic, 30+ is unusual. 
MikeT - Does training budget affect development?  What training budget did Powell develop under?  Would he have developed less if your training budget had been less?  It is fairly well known that minor league coaches will affect development but I'm curious about training budget.

College players will develop less because development slows down as a player gets older.  Coach ratings, makeup rating, playing time and possibly training budget help determine how much a player will develop along with age.

Training budget affects off season development of the following six ratings: Power, Stamina, Durability, Velocity, Range and Arm Strength.

Or, as I would have put it, physical ratings.     I have 20m in training as soon as I can get to it.   And I stay there.
