The 100 vR rating is a red herring.  It's easy to be misled by such an extremely high rating and greatly overvalue the player if you lose sight of the fact that projected ratings are never 100% accurate, and the inaccuracy increases the lower your scouting budget is.

How is that an "odd way" to use the term?
I consider a red herring something that is intentionally misleading. I don't think of HBD projections as intentionally misleading. The degree of accuracy can vary based on budget but he's not going to end up as a 45 vR. He's going to have a good rating.

A red herring doesn't have to be intentionally misleading.  Refer to the definition above.

I think we'll have to agree to disagree on this. To me, a red herring is a rhetorical or literary tool used to divert someone away from the real issue/murderer/etc.

A  projection rating that will probably end up relatively close to reality doesn't fit that mold. To me, at least.
