I've said, for quite some time, that the players available at the end of FA are often good enough to win 70 games in most worlds. In Foxx, under poiuyt, I put together a team of players claimed off waivers, players who passed thru waivers and players signed at the end of FA. I think I won 80 games. While Foxx isn't exactly a "quality" world, the overall talent is largely the same. The 10m you need to sign 4-6 FA you can get at the being of ST games translates into 5m in prospect money. That's not a huge loss in the draft or IFA.
As for voting on whether to allow someone who fails to meet MWR, I'm completely against it. Everybody's buddy will get to stay because "He tried really hard but caught a couple of bad breaks" while the world *** will be forced to leave because "He just didn't put in the effort."
