Which is a more plausible theory?

1) Obama won't produce his birth certificate because the person listed as his father is not the guy he's been claiming as his father all these years.

As long as you keep him on the 40 and in the minors, he'll accrue no BL time.  He'll just burn options.   Push him thru revocable waivers and you'll be able to remove him from the 40 and save a couple of options.
