Why would anyone sabotage their own world by giving it a low ranking?

If a world is having a problem, it should be handled internally.  If you're not happy with your commish, lobby to have him replaced.  Or just leave the world.

Conversely, the tankers are going to give their world high rankings because they're prospering and will want to keep things status-quo.

A commish can be replaced if 10 owners post who they want to take over in the WC.   And then notify WifS.
