I believe that coaches do accept jobs at lower levels if they get no other offers by the last hiring cycle

Man I had offers out to a bunch of leftover ML/AAA/AA coaches offering them their higher demands to fill my HiA spots and AI filled my openings with crap..

I offered to all three levels for my vacancies just in case a guy wouldnt move down more than 1 level and none of them signed.

If it happens, it's rare.  And you're taking a big risk, because if you make 3 offers to coaches hoping one of them will drop a level and none of them do, the sim does not give you the best of whatever coaches are left. It seems to give you worst unsigned coach left.

It doesn't matter how much your offer a coach to drop a level.  Could be millions to coach at AA instead of AAA. They won't take it.

I think it only happens at the lowest levels. I sign HiA to LoA and LoA to Rookie guys with no other offers almost every season in every world, but not until the last couple of days of hiring. I've tried many times at AAA and AA without success. I wish they would do away with levels and roles and  just let us  hire 22(?) coaches. I think I'm capable of deciding what role/level they should play.

I'll say it again in this "coach hiring sucks" thread in case someone is reading.

Don't have unsigned coaches demand levels.  Let the market sort it out.

You can always hire a coach down one level from his demands if the $$ are there.  Has nothing to do with last cycle.

I have never seen a coach accept an offer down more than one level from his demands.  I've offered ML base coaches $2M to be AA hitting coaches and they refused.

It is also my experience, unless I'm missing something, that coaches won't fall to the level below them unless their initial job demand is filled at that level.  ie, a guy looking for a ML hitting coach job, will drop to a AAA hitting coach request (and similar money demands) only after every ML team has a ML hitting coach hired.  Some people don't fill that position to the end, so its dicey waiting until then.  As dedelman indicated, if you offer them enough you can get them to sign 1 level below their demands.

I'm not sure what happens to a guy who initially wanted a AA PC job, all AA PC jobs are filled, but there remains AAA PC and/or ML PC jobs open.  He may drop his demands down to a High A job (assuming there is still a high A PC opening, dropping down to low A or Rookie if those spots are filled at that level) or if he waits until all AAA and/or ML jobs are filled before dropping his request level.

In the 3 worlds I'm in, someone is always intentionally waiting until the last cycle to sign ML coaches, to make sure they don't drop their demands to AAA, so you can't fill AAA and/or AA coaches with major league quality guys cheap.  Fairly often, that person is me. 

I would not wait for that drop.

Taz is dead on.

That has been my experience also. Once his "demanded job" positions have all been filled he will take a lower job.
