yep, you had the one I was thinking about ... good thing you didn't have to go through THIS hassle to get it figured out (not me doing the tickets, identifying details omitted to protect the user who did all the hard work)

I was in the bidding for an International Free Agent named xxxxxx. As of the Monday AM cycle, I was informed in an email from the player that unless anything changed, he was "coming to my city". My max bid was over $10M+ plus an MLB contract.
After the PM cycle today, I saw that xxxxx had signed with another team, for less money. I never got an e-mail from him saying giving me a chance to up my bid (although; since I had the high bid, I wouldn't need to) and after he signed; I never got the usual taunting e-mail from the player. I've never had this happen before; so I wanted to ask what went wrong.
Thanks.

Thanks for your note. That's unusual as it is a somewhat common occurrence as outlined in both KB Articles #s 612 and 631.
User X
I do not understand your response. It's unusual, but it is somewhat common? What are KB Articles?
Thanks.
Customer Support
Sorry. Was not aware that you had no knowledge of the Knowledge Base. Let me help and clarify. Under the heading 'Admin Office' move your mouse down to 'Help' and click on the highlighted 'FAQ' heading. Then click on the words 'Knowledge Base'. It will be on the right hand side of your screen in small print. In the window that says 'Sub Category' click on 'International Prospects' and you'll see the two Knowledge Base articles #s that were referred to in the initial response. The #s are 612 and 631.
The Knowledge Base is a huge glossary containing many different sections with answers to many FAQs in all areas of the Hardball Dynasty game. Being familiar with this very useful 'tool' will provide you with many answers without having to wait the sometimes extended periods of time that Admin can take to respond directly to you. Anything that you are not able to find in the Knowledge Base you are, of course, more than welcome to be submitting tickets. Thanks again.
User X
OK, thanks. But neither 612 nor 631 apply here. Neither of those scenarios happened.

xxxx,
You originally offered a bonus of $10,195,000 and at the time you could afford that amount. However, over the time of the negotiation money had changed hands through signings or promotions and you were no longer able to afford the bonus that you offered, therefore your offer was canceled.
User X
That is not true. At no point did I offer any player(s) the amount necessary to make me unable to afford this Free Agent. In fact, I signed my Amateur Draft picks AFTER xxxxx signed elsewhere. And even then, I signed them for a total of $4,847,500; which leaves $15,152,500 available for IFA's.
This has become very frustrating. You guys are now changing your answers, which shows me that even you don't know what happened here. Meanwhile I lost out on a player I wanted for future seasons of this game. I hope that you can come up with a solution to rectify this situation shortly.
Thanks.
Customer Support
xxxxx,
I simply looked at the payroll you had available at the time the negotiation was processed. The data shows that you did not have the money to sign this player.
User X
That is simply not the case. I have signed no IFA's this year; and at the point of negotiations, I hadn't even signed my draft picks. I had the full $20M at my disposal.
Customer Support
xxxxx,
The AI can spend money by promoting players to fill roster slots due to injury, or by signing draft picks to fill the RL roster. If you look at the budget transfer page you will see that you did not have the funds available to pay the bonus that you offered at the time of the negotiation.
User X
Again, you are talking about things that "could" happen, but didn't. The AI was turned off at the time; and if you look at my transactions; there were no promotions or signings. As I said before, and as you can see on the transactions page, I signed my draft picks AFTER this happened.
Even after I signed my draft picks, I still have over $14M available in my budget, as I did then.
As I said earlier- this is becoming very frustrating. You are again changing your answers. Obviously there was some sort of glitch in your system, which unfairly prevented me from getting this player. I've spent plenty of money and time on this website; and am interested in continuing to do so in the future. However, the handling of this episode is making me question that. Please let me know how you are going to fix this.
Thanks,
xxxxx

It's been over 53 hours since I last wrote to you, and haven't received any response. In the meantime, I haven't bid on International Free Agents pending the result of this situation. Please let me know your solution as soon as possible.
Customer Support
xxxxx,
There is no "glitch". If there was an issue with the process it would have been a game wide problem and it would not be isolated to your specific negotiation with one specific player.
A negotiation can be canceled for a very limited number of reasons. The most common are player transactions (promotions, offer backs, demotions), outstanding negotiations (FA or IFA) and player trades (pending or completed). The negotiation was canceled because you did not have the money available to sign this player.
The database contains all of the data that we need to formulate a response in regards to your issue. We used the data to derive the answer that we provided you. Again, the negotiation was canceled because you had outstanding commitments that made the negotiation impossible for you to fulfill.
User X
I ask again- what "outstanding commitments" did I have? I offered no money to any other IFA's; and I didn't sign any of my draft picks until AFTER xxxxx was signed by another team. (And again; I only signed them for $4,847,500; which left more than enough money for xxxxx). There were no promotions, offer backs, demotions, outstanding negotiations, trades or anything else. If I did do something like that, shouldn't your database show it?
It's been almost a week now, and you haven't explained what happened. I'd appreciate a fix to this matter soon.
Customer Support
There is nothing to fix. You did not have the money when the negotiation was processed and the reasons for canceling a negotiation have been outlined to you three times. If you had had the money available the offer would have been processed.
User X
You have not explained how I did not have the money. I have $20M allocated towards Prospects. I had signed ZERO prospects at the time xxxx was awarded to another team. I then signed my draft picks for less than $5M; leaving $15M+, more than enough to sign xxxx.
Please rectify this situation soon.

tzentmeyer here at this point. I reviewed this today and it turns out there was a bug. A very rare bug, but a bug nonetheless. It had to do with you having no payroll allotted to future seasons (4 & 5 years out). We have fixed the bug and it will be in the next update.
We can't undo the IP signing with another franchise -- that would impact others and just isn't the right thing to do since all other users experience the same logic. However, we've issued you a $5 credit for helping us pinpoint a bug.
Thank you for being persistent with this.
