Do they carry over to the next owner?

I'm giving up a team in one of my worlds at the end of the season and I was thinking of putting in a bunch of notes to help in case a noob takes over next season. I don't want to bother if they disappear.

Sometimes I leave random notes for free agents I know will be signed.

how hard is it to look at a guy's projections to figure out if they're ml worthy, potentially?

I use them just to quickly identify them as ML prospects. Makes the rule 5 process a lot faster without missing a player or two by accident. If they dont have a player note, they go to the rule 5 pool.

i'm pretty sure notes carry over.

i personally just use them to note DITR's, it's simple and effective.

Season-to-season, definitely. Can't say for sure about owner-to-owner, though, so that's probably not much help.

They carryover and very annoying to me. I hate seeing that symbol on the main page showing the player with a team note. Its one of those pet peeves of mine. I can't wait to get rid of that symbol.
