Richie Broome doesnt have a fastball listed in his pitches but has an 86 velocity... Does that explain his lack of strikeouts?

For one thing, he does have a fastball. A sinker and 2-seam fastball are the exact same pitches. For another thing, pitches are purely cosmetic. They don't have any impact on performance. I would attribute his lack of K's to his pitch quality. He has two average pitches, but nothing that can really be considered a knockout pitch.

While technically you throw the ball with two seems, a sinker is still a different pitch then a fastball, and is not generally considered a strikeout pitch.

A sinker and a 2-seam are the exact same pages. It is two different names for the same pitch.

No he is not. A sinker is thrown with a more downward motion then a 2-seam fastball.

for the purposes of HBD, it doesn't matter what the name of the pitch is.

for the purposes of HBD, if a guy has an Eephus as his #1 named pitch and that pitch is 90 rated, he'll get K's with it. If it is rated 60, he won't.

A standard sinker and a 2-seam fastball are the same pitch.

Many "sinker" pitchers vary the grip and pressure points slightly to obtain different movements.

exactly. every pitcher throws there sinker aka 2-seam fastball differently.
