How do I know how many times a guy has been arbed?  (if I've forgotten)

Based on his salaries, it looks to me he's been arbed twice. I think it has to do with the fact he has accumulated his 3 years service time over many seasons and has been up and down. I'd wait for somebody who knows better than me to confirm though

On his player card is has "Arb Signing" three times.....Season 18, 19, 20.  So now I'm really confused.

It should only matter how many times they have been arbed for someone who you would actually want to sign to a long term deal. As Lonny Martin should not fit that bill, it makes no difference.
The basic guideline for players who do matter would be:
ML Service Years = 3 means that it is the first arb year
ML Service Years = 4 would be the 2nd arb year
ML Service Years = 5 is the 3rd and final arb year and anyone you care about retaining should be given a long term deal in the preseason rather than going to arb.

The answer to your question is 3, based on his transaction history (2 done by a user, 1 done by simmy, noted in red text).

If they have between 3 and 6 years of Major League service, they can go to arbitration.

Of course you have option years, 6-year minor league free agency, and the Rule 5 draft to limit how much you can screw with them before you lose them.

So Martin has 3 years of ML service time, but he's also out of options.  So if you leave him in the minors off the 40-man, he becomes a minor league free agent.  If you call him up, he would have to clear waivers before being sent back down.

You can arbitrate with him because he has less than 6 years ML exp.

There is no limit to arbitrations.
