This final expansion will bring the league from 20 to 24 teams, meaning there will be an 8-team playoff field for the first time. The league is now filled.

Each established team will keep 15 players (including IR players) to be protected from the 4 new teams during the expansion draft. Everyone not protected or later pulled back who finished the season on someone's roster -- even players going on or coming off IR for the 1995 season -- is eligible for the expansion draft. Once a team loses a player to the expansion draft, the established team may pull back 2 players, then the 2nd round of expansion begins, and then 1 more pullback per team, then the 3rd round of expansion until each new team has 15 players before the regular 1995 draft. After the expansion draft, the 20 established teams may choose to keep or discard each of their remaining players.

Also, in order to protect and keep the full 18 players, a team must have at least 21 keeper-eligible players (including IR), since every team must lose at least 2 and no more than 3 players. 15 protected, then 1 taken, then 2 pulled back, then 1 taken, then 1 pulled back, then 1 taken, otherwise the amount of players you can keep will be deducted starting with the later rounds of the expansion draft (i.e. if you have 20 keeper-eligibles, you may not pull back anyone before the 3rd round, and if you have 19 keeper-eligibles, you also may pull back only 1 player instead of 2 before the 2nd round).

After the second expansion round, an established team may choose not to pull back an 18th player, and an expansion team may choose to pass at any point in the third expansion round. However, once an expansion team passes, it is done drafting in the expansion draft.

Please list your 15 keepers and your exposed players (along with your retirees), even if there is no chance of you keeping them. Everyone not on your 15-man keeper list who has a WifS season remaining from 1995 forward counts as being exposed, even if they are on IR in 1995. No player is cut until after the expansion draft.
