The problem is you cannot move easily to other DI schools unless it is a step down, ie there is no such thing as a lateral move. And as such, programs in the A prestige range, such as Nebraska in IBA (which I have no desire to coach at) that have been built up, will always fall until it is a poor school again, thanks to your friend, SIM AI.
This I don't see as a problem in the slightest. That's just getting caught up in Simmy's designation of lateral, step backwards, etc. If you want to move to a school even though it's techinically listed as a step backwards, then do it.
The other point about low and mid schools having high prestige and always falling to a sim is a very legitimate one though. They almost always fall into complete sim decay. For these schools, perhaps you could make the qualifications be some combination of their current and baseline prestiges, and/or make the necessary qualifications drop as the job period moves along.
I think it's basically a non-issue for the BCS schools -- most get jumped on soon after vacated, and all get jumped on eventually, even if it's after a season or two. They're not that hard to build back up. I think it would be a bad idea to artificially lower qualifications for BCS schools. Getting a job there should really mean something.
