Half the league will be small ball teams, the other half powerballs.  The following are the requirements for each type of team.
Please note:  THIS IS A 16 TEAM LEAGUE!!!!!
Applies to both types of team:
alignment will be all the powerball teams in one league and all the small ball teams in the other

Salary cap: $120,000,000
no AAA. clones, DH. WW or trades
Pick stadium of your choice

SMALLBALL Teams:
must spend at least $70,000,000 on pitching
all pitchers must have a WHIP of 1.00 or lower
all position players must have defensive rating of B/B or better
(catcher must be B/B/B or better)
all position players must have stats of .280/.350/.425 or worse
(except for $200,000 players. $200K players are also exempt from the B/B defense minimum)
2 players must have at least 30 SB
2 players must have at least 20 SB
2 players must have at least 10 SB
No player with more than 10 HR

POWERBALL Teams:
must spend at least $70,000,000 on offense
all pitchers must have WHIP of 1.20 or higher
all position players must have defensive rating of C/C or worse
Catcher must be C/C/C or worse)
all position players must have stats of .300/.400/.500 or better
($200K players are exempt from this requirement)
No offensive player with more than 10SB
2 players must have at least 30 HR
2 players must have at least 20 HR
2 players must have at least 10 HR

The winner of the league will get an additional $13 WIS GC from me.

I'm not entirely sure what you mean, but if a player cost more than $200,000 he msut meet the defensive fielding requirements

2008 Pujols secondary position is 2b and his fielding at 2b is D/D.  Can I draft him as a 2b?

that kind of defeats thw whole purpose of the league, but I guess you can draft Pujols and play him at 2B if you want

the defensive requirements only apply to primary position.  If you want to play someone out of position, that's your business
