Rules

1.Innaugural Draft
The innaugural draft will contain all players from 1962 that are in the WIS database, (edited) also we will be using 1961 retirees, any player who's last season is 1961 is eligible for the draft, to fill out rosters. We will use a reverse round format (1-24 in odd rounds, 24-1 in even rounds). The draft order will be set using random.org using the order in which you signed up to assign numbers 1-24 for each owner. The innaugural draft will be 26 rounds long, 25 players and 1 city/ballpark. You may draft your city at anytime, AFTER the completion of the innaugural draft there will be no trading of ballparks;however, during the innaugural draft ballparks may be traded. One round of picks per day in half hour incriments starting at 10 AM eastern. If you can not make a pick please leave a proxy with the entire league.
2.No cap
The cap will be set to $255 million.
3.DH
There will be no DH in this league.
4.Waiver Wire/AAA
No waiver wire. AAA will be set at 18 hitters, 10 pitchers BELOW AVERAGE (Edited). Not all players in 1962 are in the database, these AAA will serve as a measure of realism for players that would have played in 1962 but not been in the database. This will also help with fatigue issues that may occur.
5.Trading Picks
Picks can be traded 1 year in advance. As commissioner, if i sense a trade that potentially could harm the league as a whole (lopsided, or trading for 1 year players) i reserve the right to veto. I will only do this if the trade is obviously harmful, and ONLY if the trade contains future draft picks. I doubt this will happen, but in case it does I will do what is best for the owners as a whole in this league.
6.Divisional Alignment and Team Names
Divisional alignment will be geographically based.
NL West-Los Angeles, San Francisco, Houston, Montreal
NL Central-Chicago, Cincinnati, St. Louis, Milwaukee
NL East-New York, Philidelphia, Pittsburgh, Atlanta
AL West-, Oakland, Seattle, California, Kansas City
AL Central-Detroit, Washington, Chicago, Minnesota
AL East-New York, Boston, Baltimore,Cleveland
For the purposes of filling 24 teams, Seattle, Oakland, California, and Montreal will all be brought into our league in 1962 using their 1969 ballparks. (I'm not seeing all of the ballparks, if anyone would help me out with that, that would be great)
Team names are your own, you do not need to use the real team name because these are your teams, not replica's of the teams in 1962. Keep the city title, but the name itself is yours to choose.
7.Future Drafts
35 minimum wins by game 120 to be eligible for proper 1st round picks. If you are not at 35 wins by game 120 you are voided of your first round draft pick. 2 spots for every win under 35 with a maximum penalty of loss of 1st round draft pick. This should not be a problem.
In order to discourage tanking, a 4 team lottery for the worst 4 records will be held. If you do not meet the minimum win mark you are NOT eligible for the lottery. I will use random.org to generate the probabilities of success in the lottery by using numbers 0-100.
Worst record numbers 0-40
2nd worst record numbers 41-70
3rd worst record numbers 71-90
4th worst record numbers 91-100
If you do not meet the minimum requirement of wins your penalty of 2 draft slots per win under 35 will start at 5. meaning 32 wins at the 120 game mark would place you drafting 11th in the next years draft.
This only applies to the first round. The following rounds in future drafts will be worst record (1st) to best record (24th)
Tiebreakers will be home record, then head to head record.
(Edited) We will be using retirees from regressing seasons in future drafts, until 1969, to fill out rosters. So for our innaugural draft we will be using 1961 retirees. In future drafts it will look like this.
'63 rookies
cut players, or any available players undrafted
'60 retirees
then in 1964
'64 rookies
cut players, or any available players undrafted
'59 retirees
and so on, until 1969 when we will have enough players to fill out all 24 teams from our current year.
8.Keepers/Injured Reserve
You may keep up to 25 players per season. Injured reserve is unlimited.
As a side note, when posting keepers it would be appreciated if the cut player is listed as cut, or retired. Just to save me a little time. (Edited) Retirees will not be kept, a new batch of retirees will be in each future season batch only to fill out rosters.
9.Extras
I will be keeping a league history. Which will detail franchise history, keeping total record, owner record within the league. Allstars from each year, playoff appearances, lottery draft picks, trades.
If I get time I will also do team and league previews just for extra entertainment.

I am not a fan of minimum IP/PA - you can sign me up if you take that out - ive won a WS title with less than 1200 IP and feel it takes away the ability to run our teams our way

I don't mean to pour cold water on this idea, but can I point out that in 1962, there were 20 RL teams, and attempting to fill 24 teams from the WIS database will make each team thin in terms of #players/PA/IP.

My count (which may not be perfect, but is close enough to demonstrate) is that there are:

28453 IP in the WIS database for 1962 (across 228 pitchers);
113428 PA for 1962 (across 305 position players);

Problem 1: You have 533 players to distribute among 24 teams. You'll run out of players to draft in round 23.

Problem 2: The avg IP per team will be 1185. The avg PA will be 4726. Each team will depend heavily on AAA players and running fatigued to get through the season. As a minimum, yeah, you can't put in a league rule of 1200 IP minimum with this structure.

I'm definitely a fan of progressives which dive deep into the player pool, but you may want to consider starting this prog at 20 teams until 1969, when MLB expanded. Just suggestions.

Jay does have some points.  However, I would prefer to keep it a 24 team league.  Here are some suggestions I just came up with.

Solution 1:  in the inaugural draft, allow players who RETIRED in 1961 to be drafted as well.  There were 65 players total.  That gives us a number of 598 total players.  I would be fine going through the entire draft pool and wouldn't mind having 2 teams short 1 guy.  I think that could work.  That option gives a couple options as well.

1a.  Allow retired players to begin their career as a rookie (i.e. Tom Brewer begins in 1954 so he would start in 1954)
1b.  Allow retired players to progressive BACKWARDS through their career (i.e. Tom Brewer would begin in 1961 and progress back to 1954)
1c.  Don't allow retired players to be kept.  Use them simply as roster fillers to be cut the next season.  

Option 1c. would probably mean we'd have to do something similar for seasons 2, 3, 4...etc until the player pool is high enough.  

Solution 2:  Turn this into a FORWARD/BACKWARDS league.  Begin the inaugural draft with 1961 retirees and 1962 player pool.  season 2 would be 1960 retirees and 1963 rookies, season 3 1959 retirees and 1964 rookies etc.....

that would give us the player pool we need, but even though it wouldn't be completely  like a dual league progressive, after a few years it would turn into such.

Solution 3:  convert to a 20 team league will plans of expansion in 1969.  

Expansion is hard.  I'm in 2 leagues that are expanding right now and there's already frustration building and we're still determining the expansion process!  We haven't even started looking for owners yet.  

Anyways, those are my two cents.

Right, i like those ideas. Solution 2 is the winner. We will use 1962 player pool 1961 retirees to fill out teams, then 63/60. Only using the retirees from the regressing seasons until 1969 when there will be enough players from all 24 teams.

Which i guess is a modified version of solution 2. We will be using retirees from the regressing seasons only, and ONLY until 1969, when we will have enough players for all 24 teams.

With the retiree idea we should have enough players, IP, PA for everyone. I'll look at the talent tonight, and if the player pool still isn't deep enough we may have to bump AAA to average for a couple years just for fatigue purposes.

we can also increase the # of AAA (not the quality).  Just to help out with fatigue issues.
