New Two-Timing Progressive - Full/Waitlisting Topic

This single-season progressive will be two leagues within one starting with the 1946 season and progressing to present day(whenever that may be when we get there). We'll have two 12-team leagues. One will play as the AFC and the other as the NFC. Each side will have seperate drafts. This will allow two versions of every player each season, one in each conference. Also, I'm hoping this will create a league-wide competitive balance as you're only having to compete with 11 other owners for good draft picks.

Basics
$200M Cap(Doubt anyone will get close during any season)
No Waiver Wire
Trades Okay(Only within Conference)
Please use Current Stadium(if available) and use city/nickname to name team(ex: Chicago Bears, Chicago Bulls, Chicago Fire, etc...)

Draft
23 Rounds for Initial Draft*
Random draw for Initial Draft(Snake Style, 1-12, 12-1, 1-12, 12-1, etc.)
Worst to First in future seasons(Tie-breaker will be head to head record, then head to head point differential, then coin flip if needed)
***Players that played multiple positions will be able to drafted just once in each conference. For example, the owner(s) that draft Sammy Baugh will be able to use him at QB and P for 1946. This will carry over for each season also.***

Max 4 TE's
Max 1 K, P, DEF, OL and ST

Keepers
Unlimited Keepers(will list position limitations each season but assume it'll be about the same as 1946 until expansion)

So with 2 separate leagues the conference championship becomes the superbowl for each conference and the championship game is superfluous?

Do the leagues combine in the 60's? As in duplicate players not continued in future drafts?

Are we keeping with actual cities/stadiums/moves to mirror historical?

Is there a time limit to how long a franchise can hold onto D/ST/OL ?

I would like Boston Yanks at Fenway if that puts me in huskers division. I may volunteer for an AFC team later if we get bogged down.
