What do you mean by that? I have certainly had recruits accept HV's before they were considering me.
really TJ? I haven't had that happen to me. How many ST's do you think you need to get a player to consider you? 3 minimum? Can you pull a player down with that few?
It also could have been a mixture of you attempting to pull a player down and him happening to drop at the next cycle. But it could also be that I'm wrong about some of my assumptions. Either way, your case is rare. Usually if you pull a player down he is considering you.
1. I always start with 10 STs and a scholarship. Some people claim to have done it with fewer but I have never tried.
2. The cases are uncommon, not rare. There's usually a reason. The big one I have noticed lately is when the guy is less than 70 miles and he wouldn't normally consider you. The other is when someone else is being considered all ready. Here's an example:

I think I pulled him down somewhere between 10-15 ST but it wasn't enough to be considered because someone else was on him all ready. The bar had shifted higher.
This also happens sometimes when you recruit a local player who normally wouldn't consider you. The better the player the more effort needed to have him consider you. Sometimes there is a space between the effort required to pull a guy down and what's needed for him to consider you.
Most of this I learned from killbatman, he is more knowledgeable about this than me.
