INITIAL DRAFT:


The initial draft will be 16 rounds of snake style draft, each owner making 1 selection per round, followed by 5 rounds of snake style draft with each owner making 2 selections per round.  Stadium/Franchise must be selected during the draft. (Draft Order will be determined by random.org).   The player database available for the draft will be all players (WIS) available in 1969 and players that RETIRED in 1968.

TWIST:

What makes this league any different from every other progressive? We will draft our 25 man rosters using players from the 1969 WIS database and player that retired (according to WIS database) in 1968, however, each player will begin their careers from their ROOKIE season  (hence the name of the league)  In case you need further clarification...Bob Gibson will revert back to 1959, Willie Mays starts back in 1951...etc...


FUTURE DRAFTS:
Future drafts will be both straight forward. Our season 2 draft will consist 1970 rookies, season 3 will be 1971 rookies and so on.  Draft order will be based on W-L record (worst -first), with the top 5 picks being determined by percentage points above their expected win %.  A win floor of 40 games will be used to qualify for a top 5 pick.   If you fail to meet the win floor you will drop to 6th in the draft.  If more than one owner misses the win floor, the owner with the best differential compared with expected win % will pick first.  

Expected win % explained -  The site gives you a rough "Expected win percentage" in the advanced settings of a league page.  The top 5 picks will be ordered based on the differential between their actual win % and expected win %.  A team that has an expected win % of .450 and wins at .400 will be -50.  A team that wins at a .350 win % with an expected win % at .300 will be a +50 and get the higher pick.  

General Rules:

Teams: 24 -traditional 4/4/4 divisions
Team Name: Must start with city/state, but can then be anything you want after that
AAA: 6/4 Below Average
DH: None (will be voted on after 1971 season to determine whether to be used in 1973.
IR: If a player doesn't have a WIS eligible season, he can move forward to his NEXT available season, given that he does not surpass the current season.  For example, we finish the 1971 season and PLAYER A finished his 1962 season but has no 1963 or 1964 season.  PLAYER A can skip 1963 and 1964 to be used in 1965.  At the same time, PLAYER B finished his 1971 season and has no 1972 season available.  PLAYER B must be placed on IR until the 1972 season finishes, and his 1973 season can be used.  There is no limit to how many players you can have on IR.  
Trades: Trades are highly encouraged to achieve parity and competitiveness. 120 game trade deadline will be enforced. 2 year max on draft picks ..in 1969 I can trade 1970 and 1971 picks, but not 1972) - 
WW: No
Stadiums: Must use teams RL stadium for the appropriate season.
Relocation: Teams will have the option to relocate and/or change team names as appropriate with current season. 
Expansion: As new cities become available in the late 70's, teams that are interested in relocating to one of these cities can express interest and will be put into a lottery for the relocation if more than 1 team is interested in relocating.

League Prizes:

Assuming the league goes five seasons and we keep at least half of the inaugural owners the $50 prize from admin will be distributed as five $10 GC as follows:

Best Cumulative Record
This goes to the owner who has the best overall W% with a minimum three season played in the league. 

If the owner ran multiple teams and each team qualifies then each team will be counted separately. If one, or no team qualifies, they will be counted together. 

Most playoff berths
This will be given to the owner with the most appearances in the playoffs during that 5 year span. 

Random Prize
This will be randomly distributed to any single current owner in the league, myself excluded. Owners with two teams will have two chances.

Longevity Award
This will be randomly distributed to any single current owner who has been with the league from the inaugural season, myself excluded.

*Wildcard*
This will be changed up every 5 seasons to give some variety and allow for other goals or prizes.

QUESTIONS/ANSWERS:

Q1:  What will the policy be on players who were active prior to 1969 but were inactive in 1969a nd return in 1970 or later ?
A1:  
I thought about adding them in with this inaugural draft...but I think it'd be better to strengthen future drafts with these players than this draft, which is already going to be a rich draft pool. 

Q2:  
So during the 1st Draft, Is that when we all Claim our city and Team Name? Will that be in a seperate draft like in round 26? Any Draft Round? Or will it be in Reverse Order of the start of the Draft?  When???
A2:  Stadium is selected during the draft and can be selected with any pick. 

Q3:  Is there also a League Minum Win Floor all teams need to meet, to prevent any team from Tanking?
A3:
 Minimum Win Floor is 40 games at end of season- failure to meet requirement will drop you to 6th pick. 

Q4:  Is there a Draft Lottery for the Bad or Unlucky Teams???

Q5:   I am curious to know why you chose to also draft the retired players from 1968.
A5:  
I ran this idea before without the 68 players and we ended up being a little short on ip an pa for the first few years - and to make up for it we had to add extra aaa. This time i figured instead of using more aaa we could just add a few extra players.  Plus it didn't feel right leaving Mickey mantle out of a league like this :)

Q6: I agree about Mantle, but there are some other guys that *should* be in a league like this - how about retired guys from 66, 67 and 68?

While I think it would be fun to add more superstars to the league, I think adding 2 more years of players would change the complexity of the league to much.  Adding 1968 players gives us 50+ extra players to choose from, while adding 1966-1968 would give almost 300 extra players to choose from, which I think is more than we need.

I thought about adding them in with this inaugural draft...but I think it'd be better to strengthen future drafts with these players than this draft, which is already going to be a rich draft pool.
