ReWrite History II Progressive - Starting in 1919 Topic

So after discussion started in another thread about having another ReWrite History League starting in the 20s or 30s. I have thought about starting a league in that time frame for awhile because I didn't know much about that time frame and the research for the leagues teaches me alot. Anyways, here is what I had in mind.

I am starting this one in the 1919 season just because it was just as players were coming back from World War I and I just think that this would be a good premise for the start of our league.

There were only 16 teams in that era so I think having a 12 team league (2 six team leagues) will work well. There are about 200 position players and 150 pitchers so that should be plenty for 12 teams.

Players who only played for one team automatically start with that team without having to be drafted (only in the initial draft, exclusive players after the initial draft will be slotted into a round just as they are in the original ReWrite History league. The round that a specific player will be slotted into will be determined by the commisioner, however he may ask for advice from other owners as to what is fair, based on other players in that year's draft. Teams may choose to decline exclusive players. In that case they will be put into the initial draft pool as open players.

The First 15 Rounds of the Initial draft will be for players who played for your team at some point in their career (or open players.) The determination of what teams are eligible to draft a player will be based on the website Baseball-Reference.com. If a player played at least 1PA or 1IP for a team then they can be drafted by that team in the exclusive rounds of the Draft. The Draft Order for this initial order will be inverse of the wins in real life from 1919-1928 (the first 10 years of what will be our league) this gives the worst teams best crack at the best players. After those 15 rounds you can draft any player you wish.

Picks in the initial draft (as well as exclusive players and\or players already drafted) can be traded and you can trade any picks in the 1920 rookie draft as well in the initial draft.

Draft order for future rookie drafts will be held just as they are in our league now with the first four rounds for players playing for your team only and then open to everyone. Draft Order will be a straight worst to first records by season's end record. There are some fairly bad teams during this time and I don't want to have to punish teams who are really bad by missing out on someone that may help them out. If it's obvious that a team is tanking on purpose (playing players out of position, starting exhausted pitchers when rested pitchers are available, etc. then the commissioner reserves the write to impose a draft position penalty on that team. This action will only take place in extreme situations and I will consult with other managers to discuss an appropriate penalty.

Once drafted players can be traded to any team without restrictions.

Yes. In the first 15 Rounds of the initial draft (and the first four rounds of future rookie drafts) you can only draft players who played for your team at some point.
