The idea of this league is to combine the popular countdown leagues (I don't think there has been one since the most recent players have arrived) with the very popular banned player leagues. Hoosiermania gets the credit for the banned player leagues, but I don't know who started the countdown leagues. The salary cap is $55 million. There will be NO CLONES and no rookies. Choose one player between $9 and $10 million, one player between $8 and $9 million and so on until you get to the last four players. The last four players will all be between $1 and $2 million. Of course, no one will be banned in season one, but I would assume that LeBron James will be the first player banned. I hope to run a number of these leagues and the combination of banning players and making the back end of the league a little different each time will keep it fresh. No need to sign up, just pick a team and play. I also plan on a random realignment before the league starts. If someone has two teams I will fix that if necessary after the random realignment.

ONE player banned per year, or one player banned from each team?

I'm not sure about the banning yet. I want to see who is used before I make any decisions about that. After the first season I will probably ban at least one player and no more than three players. It will be a league wide ban for the players chosen.
