New Triple Play Progressive League-full ! Topic

The new Triple Play progressive league will progress 3 years at a time, with the initial season being 1921-1923 and the second season being 1924-1926
Each season you may select which of the 3 seasons you want to use for each of your players.
This league is based on an idea originated by Boddicker (who will be a member of the league).
The league is the 3rd by this Commissioner to use the multi-season theme, following the 7 Year Itch and 5 Year Plan leagues.
Full rules for the league are posted immediately below. If interested, please sign up below or by site mail to dspahlinger. I will also be happy to answer any questions you may have by site mail. or by posting below.
General Rules:
Salary Cap $125 Million
No WW, No AAA (there will be plenty of players available)
DH in AL only starting with Season 18 (1972-1974).
We will have an initial draft of players from 1921-1923....you take a player and you own him for his entire career.(however, you may cut him at any time).
The inaugural draft will be 20 rounds, with Rounds 1-15 being one player each and Rounds 16-20 being 2 players each
Subsequent annual drafts are in the inverse order of finish for each round, except that there is a random lottery for the first 4 picks in the first round only. In the random lottery (I use random.org), the team with the worst record has 4 chances, the team with the 2nd worst record has 3 chances, the team with the 3rd worst record has 2 chances and the team with the 4th worst record has 1 chance. So the team with the worst record only has a 40% chance of getting the #1 pick. This is to discourage "tanking". Ties are broken by the difference between runs scored and runs allowed, with teams with the lowest difference drafting first.

You can keep any and all of your roster to play Season 2, if they are still active, which will be seasons 1924-1926. We will draft all the new players after Season 1....
so you keep who you want, and fill out your roster with players active from 1924-1926 during a pre-season 2 draft....and so on and so on.
So as an example, say you draft ROGERS HORNSBY... you use his 1922 season for season 1...you keep him for season 2 and use his 1924 season
you keep him for season 3 and use his 1929 season....you keep him for season 4 and use his 1931 season...
you decide to cut him before SEASON 5, opening a roster spot on your squad. Unlimited keepers and cuts, manage your team as you see fit......
We will have these seasons to play, one at a time:

Draft Protocols.
While drafts are Off The Clock owners should site mail the next 2 owners after making a selection. Owners should not be skipped while a draft is off the clock.
When drafts are On The Clock owners should not draft before their scheduled time unless there are no missed picks.
A round should not be started before the first scheduled time if any previous round has any missed picks.
This provision is designed to allow owners with skipped picks to have an opportunity between rounds to make up their missed picks
Trading of Draft Picks. Trading of draft picks is not allowed for the inaugural draft. For subsequent drafts picks may only be traded up to 1 season in advance-that is, during the 1924-1926 draft. picks may be traded only for 1924-1926 and 1927-1930. For clarification, as soon as the 1924-1926 season starts, in season trades may include 1927-1930 draft picks.
Keepers:
The Commissioner will set up a keeper thread in the league private forum after the 120 games mark of each season.
Keeper lists will be due by the end of each regular season; any owner that fails to do so runs the risk of losing his team.
Teams may keep up to 25 players each season plus injured reserve (IR).
Each owner is responsible for keeping track of his IR players and making sure each season's keeper list is correct.
Failure to list a player as a keeper (including a player returning from IR) means that player will be added to the next available player list, and you risk losing the player.
At the end of the regular season, all keeper lists are final, any subsequent roster corrections must be posted directly to the keeper thread in the league forum and site mailed to the Commissioner.
Due to the 3 year nature of the league IR players will be rare. However. in the rare cases where a player in the just concluded season (say 1924-1926) is inactive for the 1927-1930 season but returns for the 1931-1933 season, he may be listed as IR for the 1927-1930 season and restored to the active roster for the 1931-1933 season.
AVAILABLE PLAYERS
Each season the commissioner will post a list of available players for the upcoming draft.
This list will be compiled from the list of all WIS-eligible players in the given season, subtracting out all players listed as keepers.
The available player list will be published very shortly after all keeper lists have been posted.
Since the draft will not start until after the conclusion of the regular season, owners will usually be given least 3 days in which to verify that the available player list is correct.
The available players list is considered final once the draft starts – even if it contains mistakes.
IT IS EACH OWNER’S RESPONSIBILITY TO ENSURE THAT NONE OF HIS KEEPERS ARE LISTED AS AVAILABLE.
In the event that a mistake is made by the commissioner, and a keeper is listed on the available players list, THAT PLAYER WILL BE ELIGIBLE TO BE DRAFTED .
Obviously, owners should help each other police the list – if you see someone listed as an available who looks too good to be true, it is likely that a mistake has been made; please point it out.
However, if someone slips through the cracks and is drafted, the new owner will get to keep the player and the original owner will lose him.
Similarly, if a player who should be eligible for the draft is not listed on the available list, he may not be drafted.
Such a player will be added to the available list for the following season (if still active).

I gave consideration to blacklisting Babe Ruth, but decided not to do that for 2 reasons:
1. There is a salary cap of $125 million, which generally will not be a problem. However, whoever drafts Babe Ruth (likely the #1 pick in the inaugural draft), if they use either 1921 or 1923 Ruth will have a salary in excess of $25 million and will use 20% of the salary cap, so they will have to carefully monitor their subsequent drafts to make sure they do not exceed the salary cap. No other player is likely to cause problems with the salary cap.
2. If the #1 pick is in fact used to draft Babe Ruth, the next pick that owner gets will be the #32 pick

As Commissioner, I expect the following commitments from participants in Progressive Leagues:
1. An intention to be in the league for at least 5 seasons (I realize that situations may arise which necessitate leaving the league earlier).
2. To post keepers promptly within the time lines requested.
3. During off the clock drafts, to check in periodically to make sure a site mail hasn't been received informing you that you are up or on deck, AND sending site mails to the next 2 owners after a draft pick to inform them they are up and on deck.
4. During on-the-clock drafts to make picks as scheduled whenever possible or to send proxies to the Commissioner and/or the 2 owners immediately preceding you.
5. To promptly enter your team following the conclusion of an annual draft.

If you believe you may have difficulty in meeting the above commitments, please do not sign up for this league.

We will have a 1 round draft for teams and parks (a list of teams and parks follows) first, followed by the 20 round player draft. As soon as we have 16 members I will ask a non-league member to do the randomizations (using random.org) for the 2 drafts. The player draft will be snake style (1-16,16-1 etc.

Point of clarification - a player can only go on IR if off all 3 seasons? Or if off one and you don't like the other 3 can you stash them on IR? Don't care either way, just want to know.
6/6/2020 11:03 AM
To be on IR, player must be unavailable all 3 seasons (I did not find ANY 1921-1923).
