If you are up for a challenge, then this is the league for you. This will be a single season progressive. I would like to get 20 teams but will start the league with 16 if needed. You may need to read the next section more than once to understand the mechanics of the league.
Your initial team will be built from scratch. The draft pool will be every player from 1965 to 1969 with a payroll of $4,000,000 or less. Players drafted in the initial draft will progress one season at a time from their draft season. Example - you draft a 1965 Joe Doe. Mr. Doe will then progress to 1966, 1967, etc. The league will progress to 1970 for season 2. The draft pool for 1970 will be every player in the WIS database that is not already a keeper on an existing team. Season 3 will draft from 1971 and so forth.
The progressive is called Team Builder so the underlying theme of the league is to challenge each owner to draft and build a team. However, to make the challenge more of a challenge there will be some constraints on your keepers. You can keep as many players as you like but your keeper payroll cannot exceed $70,000,000.
Rules:
*Initial Draft - will consist of any player from 1965 to 1969 with a payroll of $4,000,000 or less. No clones - once a player is drafted all of his remaining seasons come off the draft board. Every team starts from scratch so the draft order will be randomly selected and the order will go 1-20, 20-1, 1-20, 20-1 and so forth.
*Subsequent Drafts - draft order will be ranked worst to first. The worst 4 teams will enter a lottery for their draft position. The best four teams will draft in the last 4 positions. The draft will run worst to first for all rounds. Tiebreakers - Head to Head, Home Wins, Road Wins.
*Keepers - limited to $70,000,000 in payroll. You may I/R players if they do not have an active season available for the next season of play.
*Division alignment - divisions for the first season will be determined by random draw. Alignment for subsequent seasons will be set based on team records - first to worst.
*Trades - players or picks can be traded up to 3 seasons. Example - the league is playing the 1970 season. You may trade 1970, 1971 or 1972.
*Vetos - if the league is 16 teams the veto threshold will be 10. If the league is 20 teams the veto threshold will be 12.
*AAA - you can draft up to 4 AAA players - any combination that you like. Each team will also have 6 WIS AAA players. The AAA breakdown will be 6 & 4 and you may use the WIS AAA players.
*DH - none until the DH is adopted by MLB.
*Stadiums - no clones. Call out your stadium as you sign up.
* Rule changes can be proposed and voted upon by the league. The rule change vote threshold will be the same as the veto threshold.
*The commissioner reserves the right to close any unintended loopholes without a league vote.
