I don't know that his ratings decline quicker but they will decline and he gets no injury recovery cycles. If he's close to a BL player, sign him. They get really good recovery bumps. If you draft a player that is a College Senior, are they going to gain any ratings or are they pretty much maxed out right from the draft?

They still develop. It's less but it's still for 3.5 - 4 years.

Mike - When you look at this guy, with all the decent pitches, if he hits those mid 50 splits is he of any use as a starter or even a BLer? Or will this guy get perpetually murdered on the mound?

Assuming he hits projections, he'll be a serviceable BL pitcher. I'd be more inclined to use him as a LR with 40/50 PC in hopes of getting league average production as that seems to work better for those types. He's also a 1 arb guy. Once he asks for 2m+, he's put on the street.

Situation 1: Starting pitcher throws 60 pitches in 6 innings and gets pulled for a pinch hitter. After the game their stamina is 89(100) I decide to give them 1 day rest and start them again.

Situation 2: same Starting pitcher throws 120 pitches over 8 innings. I give them 4 days off. On their fourth day off their stamina is 89(100) before starting on the 5th day.

For the next start, assuming they throw the same number of pitches and innings, after the game will their stamina and recovery be the same in both situations?

Recovery/fatigue is based on durability. Theoretically, if they have the same DUR, yes. But I don't think that's true.
