Is there any way to stop a pitcher from starting the game once they have the ball beside their name? Also, if I have that pitcher tandem with the guy I would rather have start with a pitch count of 5 will that work to get them out as soon as possible?

No and you can't set SP for PC of 5. Move him to RP, set him at 5 and put the guy you want to start at SP1. Then cross your fingers and hope it works.

If you go to offer a player a long term deal and it says the deal will violate one of the future seasons payrolls, do you have to wait until the next season to set your budget to get them to sign?

And each future seasons budget is 80% of the last one correct?

So next year if I set my budget to $100 million, the year after will be $80 then 64? Etc?

I use them as D-Replacements and roster expansion guys. I think all of my teams have 1-2 of those types.

You can offer different amounts for each season. I'll find an oddball one I had.

With your RF thesis, the hitting needs to be at a certain level to start one of those guys. I think you said .800+ OPS.

Is there a corollary with a bad bat/elite defensive/PC catcher if 1) the rest of the lineup is good enough and 2) the PC and defense is so good that the pitching gets a decent bump? Perhaps tuning decent pitchers into very good pitchers and so on and so forth?

I put some numbers together a long time ago comparing the PC of my catchers. For every 10 points of PC, the team ERA was .12 lower. IOW, the difference between 60 and 70 wouldn't really matter but 50 and 90 would be half a run.

If you were in rebuild mode, and money was not tight - but also not overly abundant, how would you go about building your bullpen? Think of the team has having multiple holes that need to be filled.

I'd sign several cheap options to short term deals, I'd want some if not all to have minor league options, and get as much production as possible by shuttling the unproductive ones out.

Obviously in that situation for cheaper relievers its tough to get guys with a very good Control + good VR + good 1st pitch. If you had to prioritize among the three (and do with less with the others) what direction would you go?

It would depend on my staff's DUR/STM situation. If I expect to have issues, control, VR, P1. If not VR, P1, control.
