The larger issue is just in making it more difficult to resign guys used to fill out the minors.

yes.  It's just a pain in the ***.  There needs to be a button for "fill out my minors, I don't give a damn" that just takes care of it for you."  This is a move away from that.

Yeah...  basically, if you aren't rebuilding, why the f' do you care what is going on down there?  As long as I promote my prospects to the right level and make sure they are going to play (unfatigued), I am happy to ignore the minors entirely.  I want that to be an easy thing to do.
