Correct that is the highest salary Porter left:

I now realize picking Bonds was a huge error on my part. I wanted to force everyone to spend a bit of money (with some having to spend even more than me), but I lacked the foresight to see everyone would just leave him until the end because he has so many good seasons. He doesn't really present a challenge for people when picking.

I think you are being overly harsh, and I say this as someone whose pick has been almost completely ignored by everyone still and clearly isn't causing the tiniest amount of grief.

Bonds has several expensive years that are prohibitively high at this cap, and several lower-salary years that frankly aren't very good. IMHO, he only has a handful of good value seasons and none are particularly cheap. I was happy to get one of them. I didn't want 600 PA from a Bonds with a sub-.800 OPS, but I also couldn't see spending 10M+ on him.

You are correct. I was more trying to say that I was going for a pick to try to force people’s hands early, and didn’t accomplish that.
