I don't really believe in "rebuild mode" as it usually means "I'll lose an assload of games at the BL level because I'm planning on winning 4 seasons from now." But, if you insist on "rebuild mode", I'd put 20m in IFA and prospect money. A top IFA is going to cost you 15m-20m or more. No need seeing them if you can't afford them.

Depends on who you ask.

I'm not sure what their "potential" is. I believe a legit player needs to be in the bigs by his 5th season or he's just a borderline BL player or not a BL player at all. I treat RL/LoA as a starting point. He'll play his partial season there. Maybe promoted to HiA if they're in the playoffs. Then one season at HiA/AA/AAA. He's into his 4th full after that. I will "fast track" the occassional stud by only giving him a set number of IP/AB at a certain level. Or he might repeat AAA. The keys are playing time, coaching and promotions. Repeating any level other than AAA is unnecessary.

Nothing more than random 1s and 0s producing random results.

Past history. Look for worlds with low turnover and various playoff teams. Avoid worlds with ridiculously high win/loss teams and trade practices that you don't approve. Look for owners you know/trust and ask them what they think of the world. Find out who's the world and ask them why.
