I have a quick rules question.

Say a player has spent 88 million on four units. They then spend their last 12 million on their last unit, completing their team for exactly 100 million. Do they become officially bankrupt at this point?

I think this matters for the 2 player draft that happens after the supplementary draft. If I've understood the rules right, first we'll have a draft of undrafted units for players who ran out of money before they purchased five units. (At least one player will be in that position.) Then we'll have a draft of undrafted players, with the order being most remaining money to least, then the bankrupt players in order they went bankrupt. I was wondering whether the player I described in the previous paragraph would get the last pick (assuming they went bankrupt right now, and so were the first to bankrupt), or a middle-ish pick, because they would pick ahead of all the players who didn't buy five units in the auction?

I think if you have all five units, and not in the bankrupt draft, you're not bankrupt.

Hey, sometimes things just work out for you.  Two other notes:

2.  I'll be in the market for a middle of the rotation type starting pitcher if anybody wants a little extra cash.

Seems as if you have to pick your spots . . . and timing is everything.  I was hoping Detroit's C/DH would slide until later as a fallback choice, but he grabbed it before the other bidding has had a chance to finish.  There is still some fun ahead, to be sure.
